I couldn't agree with you more. I might even say it had an excellent setting, but that setting itself never felt exploited, in the sense that I never traveled around Rapture and got to see what made it so great in terms of the architecture - sure, I saw it at the start, but being able to take detours during the gameplay, stand in a window and look out at this once wondrous city would have really made me feel like I was somewhere special.
